Surface assumptions, emotional pressures, incentives, power, habits, framing, and the impulse to move quickly.

Who and what enters the field of concern?

Map purpose, authority, systems, data, affected communities, other life, ecological dependencies, alternatives, and uncertainty.

Deliberate

What must be heard before deciding?

Bring together evidence, domain expertise, lived experience, cultural knowledge, dissent, tradeoffs, and the option not to automate.

Decide

What is authorized, by whom, and under what limits?

Choose proceed, modify, constrain, pause, or stop. Record reasons, responsible owners, conditions, escalation, and recourse.

Learn

What will cause us to revisit or reverse course?

Monitor outcomes and incidents, listen for unanticipated effects, provide remedy, and revise or withdraw when conditions change.
