Metacognition becomes institutional when people can examine not only what they think, but how authority, evidence, incentives, culture, and uncertainty are shaping a consequential decision.

Who and what enters the field of concern?
Map purpose, authority, systems, data, affected communities, other life, ecological dependencies, alternatives, and uncertainty.
03Deliberate
What must be heard before deciding?
Bring together evidence, domain expertise, lived experience, cultural knowledge, dissent, tradeoffs, and the option not to automate.
04Decide
What is authorized, by whom, and under what limits?
Choose proceed, modify, constrain, pause, or stop. Record reasons, responsible owners, conditions, escalation, and recourse.
05Learn
What will cause us to revisit or reverse course?
Monitor outcomes and incidents, listen for unanticipated effects, provide remedy, and revise or withdraw when conditions change.
